KUALA LUMPUR, Dec 7 ― The Enforcement Agency Integrity Commission (EAIC) said it managed to resolve all complaints it has ever received throughout its five years of operation.

EAIC chairman Datuk Yaacob Md Sam also told local daily Sinar Harian in an interview that capacity building in the commission, which monitors misconduct allegations against enforcement agencies, at the end of 2014 had boosted the commission’s capabilities.

“Looking at EAIC’s achievement as an independent body that also provides services, it’s difficult to provide a quantitative measure.

“However, until October 2016, all complaints that the EAIC had received have been resolved by the EAIC complaints committee. That is a 100 per cent achievement,” Yaacob was quoted saying.

He also clarified a previous news report that claimed 90 per cent of complaints were ignored, saying that what he had meant was that the EAIC found about 90 per cent of the Disciplinary Authority’s punishments on civil servants were much lighter than the commission’s recommendations.

“For example, the EAIC recommends that the officer gets a six month suspension of salary increments, however, the Disciplinary Authority only gives the officer a warning,” said Yaacob.

“The EAIC has written to the Chief Secretary and to the Inspector-General of Police to express the EAIC’s disappointment on the approach taken by the Disciplinary Authority. The EAIC wants to see the Disciplinary Authority play an effective role in forming a culture of integrity in the civil service,” he added.

Yaacob said the EAIC’s rate of solving full investigation cases has risen drastically from just two or three cases at the start of the commission’s formation to almost 100 cases each for the years 2014 and 2016.

“It is also part of the EAIC Operations’ charter to inform a complainant about the commission’s decision on their complaint within three working days from the date of the decision made at the commission’s meeting,” he said.
